Hello, my computer starts up normally, the display appears, RAM, GPU, CPU all function correctly, but the front and back panel fans are not operating. The main fan is working perfectly. I’m unsure when this started happening.

I opened the case, took out the GPU, cleaned it with a microfiber cloth, swapped the RAM slot, and disconnected the HDD cable. After rebooting the PC, it still wouldn’t start due to the unplugged HDD, even though I have Windows installed on the SSD. When I reconnected the HDD, the fans began working again. I also tried disconnecting the CPU and system fan power and wires, but I don’t understand why they would turn on but not spin. Additionally, I replaced the CMOS battery.

Details about the hardware:
GPU – RTX 2060
Processor – Ryzen 5 7600x
Motherboard – Gigabyte B650m Gaming X AX
RAM – Adata 16GB 6000MHz
Power Supply – Asus Tuf Gaming 550W (less than nine months old)
Case – Galax Revolution 01

I’ve experienced mouse lag since 2019/2020. I built this PC in August 2023, but the issue continues. The last time I opened it in October 2023, after cleaning and resetting BIOS, the mouse performance improved. Recently, power outages occurred and the mouse became slow again, so I reopened the case but the fans stopped working.

What BIOS version are you using for your motherboard? Regarding your fans, which headers are they connected to? I experienced a power outage recently and my mouse became slow and laggy again, so I reopened the case but the fans stopped working. You might want to consider purchasing an UPS to help prevent your system from shutting down unexpectedly. It would also be useful to know your location. The more details you provide about the problem, the better I can understand whether the issue stems from a corrupt OS or a faulty BIOS on your motherboard.

Bios version was the latest F21a, I reduced it to F10 after this problem, then to F7 but nothing changed. The fans spin on startup but stop before Windows login.
CPU is connected to the CPU fan header. Two more headers are on Sys Fan 2 and 3. I haven’t adjusted them, they were in their original positions. Only unplugged and plugged them back, but again it didn’t help.
I bought a UPS in 2020, but it failed within a year. Buying a 1000VA one is expensive and would fail quickly here, especially after spending all my money on this upgrade. I still have plans for it later.

Additionally, I should note that I have a DeepCool liquid cooler connected to the CPU fan header. The RGB lights up and it functions properly. The front and back panels (Galax) fans spin, but stop before the Windows Login Screen, while the top panel DeepCool fan operates as expected. I've also tried unplugging and plugging wires back in the controller, but that didn't help. Plugging a case fan wire into another Sys_Fan header didn't change anything.

I attempted a 600W power supply, but it didn't function properly. I checked the BIOS settings and found that Sys_Fan1 was not showing any value where the case fans are connected. Then I adjusted the fan settings, changing Sys_Fan1 to PWM mode, which caused the fans to start spinning. However, when I selected Voltage mode, they stopped working. The top fan Sys_Fan3 and CPU fan still operated on auto. Changing Fan 3 to Voltage mode also resulted in it stopping. What's causing this issue with Sys_Fan1? Could someone explain? It worked before using Auto, but now I have to manually set it to PWM. I spent a whole day working under the case trying to fix it, even contacting repair services who couldn't find a solution. Just before finding the fix, I updated the BIOS to F20. No changes in BIOS or hardware helped. Also, the Sys_Fan1 are running fast even when idle now. Sys_Fan2 is at 540 RPM while Sys_Fan1 (combined of four fans) is at 1607 RPM. I'm not sure if this is related to combined speed. Also, you were correct—it seems the problem is connected to the BIOS. The fans seemed to work as intended before I opened the chassis.
