i mean i doubt its my cpu because there is a DRAM light on the motherboard and 1.5v for the CPU which was the max that AMD says i can go

Ram voltages shows a limited selection and might not display values beyond 1.6V, which could mean your motherboard is damaged. Visibly, something expensive has been affected.

I might have mixed things up, but I think I got a +5 and probably measured 1.6 volts with an ORUS bios.

I adjusted the CPU core voltage to manual, setting it to 1.5V. For RAM, I enabled the memory profile and configured custom voltages according to the maximum allowed by the device.

I just powered up the PC after taking out the CMOS battery for two hours, but it didn’t resolve the issue.
