Strange symptoms for sure. My son had a similar problem but we never tested windowed so it might not be the same cause as yours. Usually overtemps cause throttling which leads to frame rate loss in my experience. Your situation seems to be power related . He had an Ultra brand 1000watt supply. We changed it and it fixed the problem. I dont know how old your system is but it's certainly a possibility that your power supply may be faulty as well. I'd check all my connectors first. MB 24 pin and 8 pin especially. It can be easy to think they are completely inserted. If all that checks out maybe you could borrow a supply to test with.
