There is a chance that somthing is broken or the bios is incompatible, this is my build. Does anyone know a way to troubleshoot it and/or help? https://pcpartpicker.com/list/pKw38r

Remove the CMOS battery for a few minutes, possibly under the graphics card, then reinsert it. After turning on your computer, you’ll see a message like 'BIOS cleared. Load optimised defaults?' Follow the instructions in the manual to proceed. Save and exit; if this doesn’t work, flash a newer BIOS version using the board’s BIOS flash button.

Since you mentioned it, the motherboard got updated with the newest BIOS. It turns out it’s the same model and didn’t resolve the problem. I’m sure it’s a hardware fault—we kept contacting Microsoft support for weeks without a solution. Note* This is my first PC I built, and I’ve been working on fixing this for two days. It only restarts when I’m about to do something specific, like pressing a button. I’ve been on the Windows lock screen for at least 20 minutes, not touching the mouse or keyboard. The stock cooler seems to be the issue; I wonder if overheating is the cause. From my guess, in BIOS it shows low CPU temps, around 44°C, and motherboard temps are 34°C. In BIOS, VCore reads about 1.188, but neither panel is on. I attached a fan curve chart—I think it’s shallow or narrow. I don’t know much about typical heat exposure during normal use. edit* I also tried running all fans at full speed and it lasted longer, though I still rebooted.

Are you running the stock cooler? There might be a power supply problem. Does it completely cut off or shut down? I noticed your EVGA GQ 650W PSU is only tier C on the PSU tier list—it could lack sufficient power when under load.

You're using the stock cooler and wondering what "completely shut off" means. When it restarts, it seems to boot up through the BIOS again like it just turned on, almost as if you pressed the power button. The PC part picker shows the estimated wattage is nearly 400 watts. Is that under load or idle? If it's under load, it should be fine since the PSU is rated for 650 watts. I just ran a Cinebench R20 test before it restarted, and it handled the whole process without issues. It doesn't seem to be related to voltage.
