It seems the wall power isn't the problem, as other devices are functioning normally. Buying a new PSU doesn't seem necessary. Did the system operate correctly after the power button was replaced? If yes, try connecting the motherboard directly using a screwdriver to power on the PC—this often resolves issues. Search for relevant guides online. Be cautious not to touch any metal components on the motherboard.
It seems like a random experiment with a different monitor cable. I faced the same problem before, with my rig not starting up. A shop checked it over but couldn't spot anything, so I brought the monitor along and discovered my display port cable was the culprit. Changing the cable fixed it right away.
On the electrical side, I’m actually an electrician—so I can assure you there’s nothing wrong with your power supply. Voltages are kept stable between about 105v and 130v, which is normal operation. Problems usually appear when the voltage drifts outside that range, and you’d notice many devices failing if that were the case.
I attempted without any cables except the power plug, but it doesn't start at all. At the repair shop using one of the cables I tried, it worked fine. They advised me to record and send them along with a UPS, as others suggested. Since I'm in Israel, I think the same rules apply regardless of voltage differences.
