It's a brand new setup, just started. No activity yet. You need to reset the CMOS. There are two pins on the lower right side of the board—jump them for 10-15 seconds. If a jumper is present, remove it (it shouldn't be there) after resetting the CMOS and try again. Z370 and Z390 Asus boards occasionally restart this way. If it happens and stays on the third or fourth time, it should continue running normally. This is part of the system's self-test and likely just a routine check.
Nah it's ok. There's another thread here, that he was trying to set up the PC. Was helping, but had to log off for a bit. The board is a Z390 Aorus Master by gigabyte If you have any suggestions, please do!! I'm not super familiar with Gigabyte. The manual for this board doesn't seem to come in english either.
I began the computer using these devices in those connectors, but it kept restarting. We waited 15 seconds before removing them.
The two closest pins to the F_Panel are the CMOS jumper. Place them straight beneath where it's labeled, and press them together for 10-15 seconds. The second image might show something else you're trying to identify.
The upper two pins are meant for an optional temperature sensor. The bottom two pins are the standard Clear CMOS pins. You don’t have to connect them to clear the CMOS. One rear I/O on the motherboard has a clear CMOS button you can press directly. I’m not sure why people would connect something to two unknown pins without knowing their purpose...
