Wait... then... how could I possibly understand this? It's hard to grasp how and why I worked for so many years when the company sold it without fanfare, even though it was supposed to have one. That's why I realized I must be passively cooled.
It likely came with a fan, maybe even a case fan as well. Someone probably removed the fans, possibly for another system. This CPU is relatively low in heat and might have been throttling itself to avoid damage.
You'd create a tiny pilot hole in the plastic cover above the cooler, visible in your video. Then secure it with four screws to keep it steady, or use straps if you need larger openings. I'm confident in doing this myself, though personal comfort differences exist! You'll notice the four plastic plugs emerging from the black section, which would already accommodate a typical fan mounting point.
