Ram is very affordable these days, so spending 30-40 bones won’t be an issue if you can afford a matched pair. For about 70 you can get 32GB and around 110 will cover 64GB. Just check your board’s QVL sheet to confirm compatibility and reduce the risk of problems.

They're missing the part where it actually boots into GRUB, not past it. That means the problem isn't related to RAM.

Getting into bios and loading windows are two very different things. You also said it doesn’t boot sometimes… You have to be more specific when you are describing the situation. Try these if you have not. Set BIOS to factory defaults. 1. can you boot into windows with just the 8Gb stick? 2. can you boot into windows with just the 4gb stick?
