Recent well-optimized games include titles that run smoothly without performance problems. The Sniper Elite series stands out in my opinion.

A game qualifies as a port if it shares the same release window as the consoles and was created internally without external development assistance.

I believe games are typically created initially for consoles before being adapted for PC, which explains the later release on computers. It's a common pattern.

Some design elements could depend on console choices, yet it doesn't automatically mean development began simultaneously across all systems. The Sniper Elite lineup, aside from the initial title, has released on multiple platforms at the same time. I can't label it a port.

I understand your concern. Regardless of whether it's a port or not, the focus was on identifying games that perform well on Windows PCs.
