Details.
Processor: AMD Phenom II X4 965, 3.4ghz
Memory: 16 GB GSKILL DDR3, 2x8GB, matches motherboard but forget atm
Graphics: ASRock RX550, 2GB
Storage: SSD 240GB OS, HDD 1TB games
Current experience: Fresh Windows 10 install. Updates and GPU drivers work with Steam download, achieving 60 FPS. Logging off or restarting causes frame drops to 20 FPS. Restarting the game later may restore frames but they never return. Could reinstall Windows now to regain 60 FPS. Uncertain what's slowing things down.
