Hello,
I've been experiencing poor performance in all my video games, from Rainbow to RD2, and even Helldivers causes my PC to struggle. Maintaining 30fps is particularly difficult. Lowering the resolution from 1440p to 1080 doesn't improve things, and reducing graphics settings only makes it worse. My friend with a nearly identical setup performs much better. I recently cleaned up my system, but that didn't help. I've tried almost every fix and always keep my drivers updated. I attempted optimization through GeForce Experience, but it didn't resolve the issue. Below are my specifications and benchmark results:

The setup in Userbenchmark is completely distinct from the one you described earlier! Nearly an 8-year-old socket from 2011-3 compared to AM4.
