I'm not very familiar with those specific shaders or optimizations. I can say that something doesn't seem quite correct. I'm using the Better Minecraft Forge mod pack, which is a large one with nearly 100 mods, and the BSL shader pack. It looks impressive, giving my Minecraft a ray-traced appearance (a bit of an overstatement), along with dynamic torch lighting, and I consistently achieve more than 60 fps. I'm running a Ryzen 5 5600 and an RTX 2070 Super. While I expect better than 30 fps, it's hard to judge without knowing the exact add-ons you're using. Edit: My wife uses the same packs as me on her 4th gen i7, GTX 970, and she gets higher frame rates, so there might be an issue with your setup or configuration.

Consider trying Sildur's Extreme. My 1080Ti handles it just fine. I've always felt Seus was mainly for GPU power and hasn't seen much change. I don't know what optimization mods you use—just Optifine for Sildur's. The base frame rate is pretty low at 100 fps, but I see around 200 with the 6900xt. I'll ask my kid tonight and update once I'm home. If not, just DM me and I'll remind you.

You're working with Sodium and Iris for shaders. Optifine doesn't perform well with fabric textures, but Sodium+Iris should be more efficient.
