It seems you were checking to confirm the power down function works consistently.

I would imagine I can still power it on even without a GPU, there wouldn't be any display out but I could still see fan spin/lights. And yeah I can, but I need my other pc for work i haven't had the time to pull it out yet.

Have you experimented with one RAM module and switched between them to determine if the problem persists?

It seems the issue might be related to the power button or the board connection.

You're likely to face fan problems even if the CPU is fine. If fans aren't working, the issue probably lies with the motherboard or power supply unit. As mentioned, trying another PSU could help identify the problem.

The problem continues to occur regardless of which RAM slot is used.

I will verify the 24-pin connection to confirm all pins are intact, inspect the cable and motherboard side ports, and ensure no pins are missing.

I checked every cable and connector thoroughly. I even captured photos to share with a friend; everything looked normal. I also think a faulty connector wouldn’t let the PC function properly.

Some pins may not be fully locked into the connector, causing unusual actions and/or unstable connections. Intermittent power issues might occur. You can also briefly test the power source using a paper clip to verify it powers on correctly.

I'd look into verifying or swapping the cables connecting the PSU to the mainboard. It seems one pin might not be securely connected.
