I purchased an MSI x299 Gaming M7 ACK board from a friend who upgraded, along with an i5-7640x from eBay. After installing the CPU, the motherboard powers on but shuts off right away, leaving the chip cold. I’ve checked memory, GPU, storage, and even tried flashing BIOS, but the problem persists. My Asus x-99 board works fine for PSU, RAM, GPU, and storage. I also installed a Xeon W-2123 (same socket, different chipset) and it stayed on, suggesting the CPU might be fine. I’m unsure if there’s an issue or if I missed something. Could you confirm whether the CPU is still functional?

Typically the CPU is the most probable issue, but it's not certain. Additional checks are needed.
Confirmed that the CPU works on the motherboard, and the motherboard functions correctly for CPU testing.
