PC needs at least three tries to start up
When I power on my PC after pressing the power button, the LED and fans start up for a second before shutting down. Then it restarts, pauses for 5 to 10 seconds, shuts down again, and this cycle repeats. During these moments, the monitor displays no signal. The time remains unchanged, staying stuck on the last shutdown state.

Consider using a single stick of RAM. What are the specifications for each stick?
Board: Gigabyte H410M H V2
BIOS version for your motherboard?
You didn’t mention the make and model of your power supply unit or its age.
Yes, I'm putting aside funds for the second Ram stick, I can't request from my parents at the moment.
My BIOS version is F1 - 01/20/2021
And my PSU is DeepCool DA600-M
You may consider swapping the bios bat to examine its impact on the time issue.
That board has too many PCB revisions, which one do you have?
Yes, I'm saving money for that second RAM stick, I can't ask my parents for it right now.
You didn't answer the second part of my question. I asked for the make and models of both sticks.

Scroll down to Tier-E. You shouldn't even pair that PSU with an RTX4060.
Your system is becoming more like the store where you bought it—just emptied a backlog of mediocre parts off their shelves, no offense.
can't ask my parents for it right now
How old are you?
I'm not sure about the exact motherboard PCB version, and I don't even have the box. I don't know what makes or models of RAM are, but my RAMs are Corsair Vengence LPX 16 GB and 8 GB. My system isn't store bought—it was bought by my parents in 2021, and I'm upgrading it with money I earn from web development. I'm 15 years old. If the motherboard is an issue, should I consider upgrading to a new one?
