After force shutdown the PC remains unresponsive. Initially it locks at 15, which is typical for memory training, then progresses through several other values and occasionally alternates between 37 and 36. I've repeated the process of resetting the CPU and RAM multiple times using various slot combinations, sometimes encountering a C5 code with sticks in specific slots or randomly at 00 after 15, followed by frequent changes without hardware modifications, which led to a restart at 36. CMOS was cleared using the built-in button, but no further solutions were found.

What BIOS version is active?
With sticks in A1 and B2 slots or even randomly at 00 after the standard 15
Rams need to fill slots A2 and B2.

I can't verify it at the moment because it isn't being posted. However, it seems to be quite old—my latest copy from the thumb drive (that came with the motherboard) is 70D70v1E5, which is likely the version installed.

That's a Beta BIOS and there have been more since then, I'd reflash the BIOS with the 7D70v1Lm clear the CMOS and then see if that helps.
How are you cooling the processor? I would start inspecting the CPU's socket for any bent or broken pins. If you don't see anything, have the cooler merely rest on the IHS and see if you can get the system to POST.

Artic Liquid Freezer II 420 has already been addressed twice in the initial post. No issues were found; the socket appears clean. I’m unable to reach the BIOS, or is there a suggestion to use the "Flash BIOS button"?
