You're likely using a 1080p 60Hz monitor. Are you connecting the cable from your GPU to the monitor via HDMI or DP?
The monitor's refresh rate (Hz) doesn't change the frame rate (FPS) your GPU generates. But if your FPS exceeds the refresh rate, your display can't show all the frames being produced by your computer. So while the refresh rate isn't a direct limit on FPS, it acts as an effective maximum.
Both display configurations (when applicable, based on whether overclocking or VRR is enabled) and the Nvidia application on the desktop are configured at 144Hz.
