I'm confused about my setup. My PC runs a GTX 1080, Ryzen 5 2600x, Aorus B450 Pro Wi-Fi motherboard, a 2TB M.2 boot drive, and 32GB DDR4 RAM. My brother-in-law recently replaced my old 650W power supply with a new Corsair rm850. For a while everything worked fine. After about a month, the PC stopped starting up. I could sometimes boot after plugging it in for a bit, but often it wouldn't start at all. Sometimes it worked one time and not the next. The boot process was very unpredictable. I took it to MemoryExpress in Canada, and they always got it to start. When I brought it back, the same problem happened. They say about 1 out of every 8 attempts works. I checked my outlets and power bars everywhere—none had power. I also tried different outlets at home and even a power bar, but nothing helped. Since I replaced the PSU, I’m unsure if that’s the problem. It seems to work in stores but not at home. Any advice?

The multimeter isn't the only solution for detecting dirty power. It mainly checks for changes in power over time. It might also point to issues with your monitor cables, particularly when using long display or HDMI connections.
Did you verify the voltage in your CMOS battery? Fheonix suggested removing the CMOS, but if it shows below 3V, you’ll need to swap it out.
Visit a friend's place and check if it starts up. If it works, the problem is likely dirty power at home. The solution involves using a line conditioner or an upc/apc to fix voltage, waveform, interference, etc. Any deviation from standards can stress your PSU.
I just changed the CMOS battery and it has started up four times in a row so far. I’m hoping it keeps going. I’m not sure what’s causing the computer to run memory express, but it doesn’t happen here at home. There’s another problem too—I have this light that keeps blinking on my PC. It started flashing after I brought it back from memory express for the second time. They said they re-seated the cables from my PSU when they brought it in. The light usually means the hard drive is being read or working, but it never turns off now.
