He may be running a lower resolution which kinda counteracts some gpu holdback. Wild guess cause there is no context

IM 12th gen i7 with 3070ti is an 11th gen i7 with 3060ti. It handles 2k FPS, I use the same settings as you—average 30-40% higher than it does. No changes to RAM speed; I have more than 12GB.
