Reviewed the video again with a new perspective this morning. It seems there might be an issue with shorts or a bad capacitor. Examine the underside of the motherboard for anything that shouldn’t be there and check the capacitors. Investigate whether the problem is on the bottom or top side of the board. Also, inspect your 24-pin connector and the cable to ensure all pins are firmly in place. While removing the motherboard, search for any signs of rust or discoloration on the back near the components, especially the capacitors and VRMs.
Consider consulting @QuantumSingularity's suggestions. It's conceivable your setup used a vacuum cleaner, but that won't effectively tackle the fine particles since they cling firmly to the surface. For better results on a PC, use compressed air—either a can or an electronic blower. When using these air blowers, keep a vacuum near the dusting area to capture debris instead of dispersing it. Also, be mindful with canned air; it runs on propane and you shouldn't tilt the can too much, as that could release small amounts of gas into your case.
