I recently assembled my own PC about two and a half months ago and it operated smoothly for some time until I observed stuttering while dragging windows and opening or closing programs like Steam. The cursor and the program would freeze for a few seconds. A restart of the PC along with the software itself resolved the issue, but this didn’t work when dealing with window drags.

Most of my games run without problems, although I mainly play titles that require a lot of shaders. This makes it hard to comment on game performance or the strange stuttering/freezing issue.

My system specifications are:
- AMD 7600x
- 4070 Super FE
- Corsair DDR5 6000MHz CL30 RAM
- WD Black Sn850x 1 TB and 2 TB
- Corsair RM1000e PSU
- MSI Mag Tomahawk b650

What steps have I taken to address this?
- Changed the platform from AMD to Intel
- Replaced RAM, CPU, GPU, SSD, and PSU
- Updated my surge protector (possibly faulty)
- Swapped monitors and used only one at a time
- Reinstalled Windows multiple times
- Reinstalled drivers/DDU
- Tested without any additional software on a clean Windows installation
- Tested RAM with Memtest and other components using OCCT
- Monitored for thermal throttling
- Disconnected USB devices except keyboard and mouse
- Enabled EXPO, turned it off, then enabled it again
- Disabled HAGS
- Set GPU to prioritize maximum performance

I'm not certain I understand the issue. You mentioned having a problem with two completely different PCs?

With the number of parts I've replaced, there are two different models. The problem is stuttering at the end of the video when switching Task Manager. This occurs with other programs too, not just Task Manager. Another concern is that opening or closing programs causes a freeze in that app and the cursor for a few seconds before everything returns to normal. For example, when I first turn on my PC after it was off overnight and opened Steam, my PC would freeze, making the mouse unresponsive until it loaded. Similar issues have happened when I changed settings in the settings app. Maybe this is just normal behavior, but I haven't seen it on any other computers I own.
