This morning I received an update on the screen. It indicates a new CPU installation, but notes that the fTPM/PSP NV might be corrupted or its structure altered. Pressing Y will reset the fTPM; if bit locker or encryption is active, booting without a recovery key won't work. Selecting N preserves the current fTPM state and allows the system to continue booting.

The instructions mentioned pressing Y to reset it, and if bit locker or encryption was enabled, the system wouldn't boot without a recovery key. Pressing N would preserve the previous fTPM and allow the system to continue booting. I encountered this message when connecting to the CPU_fan header instead of the aio_pump.

Press Y to restart; it should boot. Enter BIOS and set the CPU fan according to your AIO manual, then you're all set?
