Ok so I really don't know who to ask so, of course I came here. When I ask this on pc game forums like steam. I'm inudated with fanboys defending the game or haters attacking the game and apparently poeople who have no idea what they're talking about as I recieve exact opposite answers. So here's my question.
In games Like No mans sky, fallout 76 and some others, everytime there's an update my FPS drops more and more. A game I used to run at 140 FPS now barely runs at 50. I've been told the games not optimized well, that my PC is under powered and that my PC has way more power (figurative term) than any game really needs. Also noticed that adjusting graphics makes little difference. So I started watching task manager performance info. Neither my GPU or my CPU seems anywhere near being overwhelmed by these certain games. I guess the main question is, "if a game were overwhelming my system, wouldn't I see evidence of it in my task manager?

No. In the GPU's case, it receives commands from the CPU. If the GPU is not around 90+%, then either the CPU is too busy to give it work to do or there's a frame rate limiter somewhere.
Though keep in mind utilization is a metric that needs a lot of asterisks. It only means the time the hardware spent not idling, whether that means running some idle task or having nothing in its queues.
For me, cyberpunk is like this! Every update makes it impossible to play, so I keep upgrading my PC even more! Disappointing.
