Hello! Your issue involves occasional computer crashes, brief blackouts during restarts, and random reboots with background music. After upgrading your graphics card from 3080 to 970, the system seems stable. It might be related to the power supply unit or the riser cable. The specs you mentioned (11700k, 32GB RAM, 3080 Tuf, 750W PSU) are standard for most setups.

What is the production and model of the power supply unit? A reliable unit should suffice for the 3080 and 11700k, though a lower quality one might lead to problems like this. When using a riser cable, ensure the PCIe slots match the version specified in the BIOS. For a Gen 4 motherboard, use a Gen 4 cable; for a Gen 3 board, set the BIOS to Gen 3. Double-check compatibility. This issue often arises frequently. Have you removed the previous drivers for the old card before installing the 3080? If not, you likely face driver conflicts. I recommend using DDU (display driver uninstaller) and then reinstalling the drivers for the 3080.

I've reused Windows multiple times, around three times. The Riser is 4.0 and the Mobo is also 4.0. The PSU is Corsair 750W SF. A 3080 tuf functioned before but began to fail after a few weeks of use due to a restart issue. Restarting can occur while using the desktop or gaming, or even just at startup. I had the same PSU before with a 11700k and an MSI 3080, which worked fine without any problems.
