I’m facing some serious issues with my PC’s performance. Despite having solid specs, certain games cause extreme stuttering—FPS works, then suddenly drops to 10 and then recovers. This is frustrating and discouraging. I’ve tried updating the BIOS, reinstalling Windows, enabling XMP, updating drivers, and more. My PC still lags behind expectations.
I also noticed high CPU usage (100%) during intense gaming sessions, which triggers an ID 5858 alert in WMI-Activity.

Any suggestions on hardware upgrades or further troubleshooting would be greatly appreciated.
It seems like you're running a 3700x with a 3070ti at 1080p resolution. I’d say you might have a minor CPU bottleneck, meaning the GPU is sending frames to the CPU faster than it can process them. At 1440p you probably wouldn’t notice it as much. Upgrading could be worth considering—your 3700x should still be valuable around $100 if sold on eBay. A 5700x would likely run between 150-160, and higher models like the 5700x3d are also an option. If you can upgrade for about $50, it might be a good deal. Keep in mind these prices depend on your location.

Also, do you think an CPU bottleneck might still affect performance at lower settings, given that your frame rates keep stuttering in every game?
You could definitely take that path. It's a bit pricier, but many people would agree the 7800x3d offers the best value for money in gaming CPUs right now.
Later on, you might want to think about upgrading to 1440p. The 3070/3070ti performed well at launch, but with only 8GB of RAM now, it could be a bit more challenging. Still, I believe once you switch to 1440p, it will be one of your most noticeable visual improvements.

I’ll let some others respond, but from what I understand, your GPU handles the visuals. However, the CPU is more focused on FPS. In short, the GPU can deliver frames to the screen, but the CPU needs to maintain them. It’s a balancing effort. If you aim for high FPS, you should have a CPU powerful enough not to hinder the GPU.
You also mentioned the CPU reaching 100% during playback. This could mean the GPU is sending frames faster than the CPU can process them, possibly leading to overload. Without knowing your game’s detail level, many would suggest boosting the graphical settings or increasing resolution. Doing so forces the GPU to work harder, which helps balance the load and prevents the CPU from being pushed too hard.
