Fixed! The CPU voltage has been adjusted as follows:
OC Tweaker > CPU Overclocking > Customize > Core VID(SVI3) 1.160.
No crashes occurred, and Windows 11 was installed without issues.

Original Question:
Hello,
after years of using my previous system, I decided to upgrade to a new self-built PC. This is the first time during setup I encountered a significant issue that I cannot resolve.
The Build:
MSI RTX 5080 Gaming Trio OC
ASROCK X870E Taichi
AMD 9800X3D
Arctic Liquid Freezer III 360
Corsair Vengeance DDR5 64 GB CL30
Samstung 990 Pro 4 TB
BeQuiet Darkpower Pro 13
PC setup proceeded without problems. After flashing the BIOS to ASROCK X870E Version 3.16, I created a Windows 11 USB installation drive to install Windows 11. I adjusted settings in the BIOS and it functioned stably there (XMP profile for RAM, setting speed to 6000 MHZ).
During the first Windows installation from the USB, the PC froze. I powered it off using the power button and restarted it again. Now I’m stuck in a feedback loop:
Stuck Code on Mainboard: 41,45,46
Loaded from USB: freezing
Windows Install started frozen
Reaching "Looking for Install Medium" in Setup: frozen
The PC cannot restart. Every time it prompts to "Repair windows, please restart," the image appears as a dimming on the monitor and freezes.
I attempted:
- Changing RAM slots to one Dimm - same result
- Swapping the SSD from above GPU to another slot next to RAM - same result
- Adjusting BIOS settings back to default - same result
- Flashing BIOS back to Version 3.15 - same result
- Clearing CMOS via the button on the X870E - same result
- Replacing graphics card from 5080 with an older 1080 from another working PC - same result
- Removing the GPU entirely and using the motherboard GPU - same result
- Purchasing new RAM - same outcome
- Buying new flash drives - same result
- Testing with Windows 10 - same result
I ordered additional hardware for further testing:
New RAM: 64 GB DDR5-6000 Kingston FURY
New Mainboard: MSI MAG X670E TOMAHAWK
A replacement 9800X3D is ordered but has long delivery times in Germany...
Have you ever faced a similar issue? Should I adjust any BIOS settings for the 9800X3D? Could it be a voltage problem combined with the Taichi X870E? I suspect the mainboard might be faulty or I’m missing something important. I believe the Taichi should work with the X870E using stock settings and the latest BIOS. I searched online but found no useful information.
Thank you for your help.

Five individuals encountered issues with 50 series cards today. Most faced inadequate BIOS or driver support, not just one or the other. The final solution involved physically pulling the card, cleaning the slot, ensuring the teeth were clean, and reinstalling. If this doesn’t resolve the problem, it’s recommended to stay updated on BIOS, motherboard chipset, and Nvidia patches. This isn’t a new occurrence—every generation I’ve experienced it, and it’s frustrating because it feels like time is slipping away.

Perhaps I misunderstood: I didn't merely alter the Card, as the build uses entirely new components. I switched to a 1080 and achieved the same outcomes.

Just to clear things up, take out the GPU and link to the igp.

It is advised to disable XMP during Windows setup. Restore the RAM to its JEDEC standard setting, likely 4800MT/s, and attempt the installation again. Likewise, if you plan to install four DIMMs, remove two during setup unless you are certain the system will handle it.
Check stability by running MemTest86 at 6000MT/s for several hours before installing Windows. If this hasn’t been done, you shouldn’t trust the memory’s stability under current XMP overclock settings.
Some experts criticize Vengeance for Ryzen systems, but I’ve used four 16GB Corsair Vengeance modules at DDR4-3000 on a 3800X since 2018.
I’m using two Kingston Fury KF548C38-32 units (64GB combined) on a 7950X, but when I purchased the RAM in November 2022, 6000MT/s was costly and my modules only support 4800MT/s, both JEDEC and XMP.

Turn off fast startup from Power Options, then Change settings that are currently unavailable.

Fixed CPU voltage settings to the following configuration:
OC Tweaker > CPU Overclocking > Customize > Core VID(SVI3) 1.160.
No crashes occurred, and Windows 11 was installed without issues.
