Your PC isn’t starting properly, and the motherboard LEDs indicate issues with DRAM and booting. You’ve tried swapping RAM, installed another type, and removed the CMOS to reset the BIOS, but it still won’t boot. There might be something else missing or unresolved.

Did you clear the BIOS or just take out the battery? Because sometimes swapping the battery isn’t the same as a real BIOS reset. Try using just one stick and see if it works without anything else connected to the board, like drives or extra fans.

It seems the device should restart after removing the battery for some time. I've attempted this with a single stick, which I tested on another machine. I tried booting without RAM, but the DRAM and startup lights remain active.
