I adjusted the CMOS with a jumper, which caused the reset. The RGB fan color change and XMP profile being disabled triggered another reset. Now there are no console output devices detected.

The motherboard is a Gigabyte Z390 Aorus Ultra. I attempted HDMI on the slot but kept getting a D6 error, while the GPU RGB lights and fans are functioning normally. The issue appears similar to the one on GigaByte forum. However, I’m unable to force BIOS backup manually despite instructions suggesting it should work automatically.

Ensure your graphics card is installed in a compatible slot. Have you checked if moving it to another port resolves the issue?

You haven't mentioned your CPU model. The device includes an integrated GPU. Have you checked if you removed the dedicated GPU before connecting it to the integrated one?
