You're experiencing issues with your MSI Z370 gaming plus motherboard. Despite having 32GB of RAM (four 8GB modules), the system won't boot. After removing and reinserting RAM sticks, it still doesn't work. The RGB lights are active on all slots but nothing appears on the screen or on peripherals. It seems the RAM isn't failing, and the slots themselves appear functional, yet only three slots are recognized. Could there be a configuration or driver issue?
