I've been using this computer for just a month, so I don't think that's why the thermal paste is about three weeks old. The other PSU did the same thing too, and I checked the RAM—it's still working fine. After uninstalling the GPU, it keeps doing what it does.

First, I should verify if the motherboard speaker is connected, allowing you to listen for any error beep codes or check the onboard error LED, which is present and can be referenced in the manual.

It would be helpful to revisit the situation a little while ago....
This motherboard:

[Make sure you have the correct manual.]
Go through the entire guide carefully and verify each step.
Indeed, the speaker check from @das_sting is important. Page 18 mentions SPEAK.
If no speaker is found, connect one.
In general, you can expect the CPU fan to fluctuate—slow down, speed up, then slow again as shown in the 12-second clip.
It might also "cycle": get hot, increase speed, cool quickly, drop again, speed up once more, and repeat the loop.
Inspect the fan connections according to Page 16.
Reset CMOS following the User Manual’s instructions—Page 21. Replace the CMOS battery if needed.
That should help eliminate the issue.

I have this motherboard
I have tried clearing cmos, i have no speaker in the motherboard and i would assume normal pc usb speakers wont work in this case

During a more detailed check, I observed that just the CPU fan was adjusting its speed, and it seems the PC is restarting repeatedly. I’ll send another video with audio included.
