Hello!
With my new LG OLED C2 42" TV, I had to purchase a new video card.
My current setup:
Processor: Intel Core i7-10700K
Motherboard: MSI MAG Z490 TOMAHAWK (MS-7C80)
Memory: 16 GB DDR4
Video card: I’m swapping in an RTX2080 for the ASUS TUF Gaming Radeon™ RX 7900 XTX OC Edition 24GB
Power supply: Seasonic Prime Ultra 650 W

I wanted to know how to determine the right power supply size and whether it’s better to upgrade all components or just add more memory. Also, I was curious about the performance of a new generation processor in 4K games at ultra settings.
Thanks!

At high-resolution gaming, the CPU's impact is reduced. I would maintain your existing CPU/Mobo setup and upgrade the 16GB kit to a 32GB one. You can try different memory kits to see if they perform well with your current configuration, though results vary and problems may arise.
Your specific GPU will list its power requirements in its specs. It seems the PSU needs around 850W. Ensure you purchase a reliable unit.
Where are you purchasing from? Perhaps we can suggest some options.

Review indicates 400 watts for gaming use, with increased spikes.
ASUS Radeon RX 7900 XTX TUF OC Review - Excellent Overclocking Potential
The ASUS Radeon RX 7900 XTX provides strong overclocking capabilities. With a triple 8-pin power input, the card is no longer restricted by power limits. The superior quad-slot cooler keeps the GPU running smoothly and quietly. Following manual adjustments, the performance boost to an RTX 4080 was significant...

you should definitely be able to achieve higher FPS with a stronger CPU and 32GB of faster DDR5 RAM.
that is quite a general inquiry.
it really depends on the particular game being played, the technologies it uses, etc.
the CPU handles processing and determines the average frames per second,
while the GPU is responsible for rendering the data and ensuring quality per frame.
the most recent high-performance CPUs paired with the strongest GPUs can typically deliver over 100fps at 2160p resolution.

Although you might think 1080p is sufficient, at 4K [2160p] there will be minimal improvement from a quicker processor.

none of these visuals display the GPU being utilized.
irrespective of how many frames the CPU delivers, rendering fails if the GPU isn't functioning properly.
these charts appear to be unreliable sources from YouTube.
any information you seek is likely limited to views, and performance comparisons often contradict this.

It's with an RTX 4090 and it is common knowledge that CPU performance difference diminishes at 4K resolution. Most reviewers leave CPU performance comparison off the charts at 4K because there is little to no difference.
You may find a game or two that shows a performance difference. But for the most part, there is little difference in CPU performance unless you go way back to a much older CPU that has either considerably less cores and/or considerably lower instruction per cycle.

Whether the CPU is important at 4K resolution depends on the specifics; please see the videos for details.

I would purchase a 2X16GB memory package and trade your 16GB set for it.
For the power supply, I plan to check out some 1000-watt options. Ensure it includes multiple 6+2 pin cables that are independent of the pigtail ones.
