My PC frequently shuts down to a black screen while playing games, but today it happened even when I was just watching YouTube. The game audio and video still play in the background, so I have to restart the computer manually. Sometimes, when I need to restart, I end up reinstalling AMD drivers because they’ve disappeared and the PC doesn’t recognize the GPU. However, when that happens, my GPU and CPU temperatures are normal, indicating it’s not overheating.

Consider underclocking the card as I've recommended.
If that doesn't help, try using an older driver, perhaps starting with a more basic one before adjusting the clock.
If neither works, could you tell me the PSU make and model? It might be a better idea to check there first.
If it's a failing unit, it could be due to the graphics card, a bad video cable, or other issues.
You might want to ask someone to lend parts, a new graphics card, or a working video cable.

The PSU is Corsair RM750x and it appears the GPU VRAM clock speed remains steady at 1988 MHz even when not in use, which is typical.

I believe the clock speed is connected to the Windows power plan. If it's running in high performance mode, that could be the reason. If that's the case, try balancing it with a minimum processor state at 10%.

The solution was to revert the AMD drivers back to an earlier version.
