Noctua is a powerful option and definitely superior to the H80. However, its weight and size are notable. Many users have found themselves encountering issues with the top PCI-E slot, top fans, or rear fans. It's quite large. For the cost, an AIO liquid cooler seems like a smart choice. At this price point, I believe Cryorig offers the best CPU cooling solution.

Yes, that's a solid setup. Spending a bit more would let you get a Noctua NDH 15 or a Dark Rock Pro 3, which are significantly superior to the H80i.

The Noctua D15 is quite large, which isn't my preference. I favor water cooling for that reason. Also, consider fitting an SSD into the case. The Fractal Define S has a great design—space for two SSDs and one hard drive behind the motherboard tray, plus it’s bare inside, perfect for liquid cooling. For a cooler, I’d look into options like the 240mm Enermax Liquimax 2, Fractal Kelvin, Kraken by NZXT, or Corsair models. If you’re after something premium, the EKWB predator AIO is worth checking out.
