I'm setting up a Ryzen 7000 system with an MSI b650M gaming motherboard. I've excluded RAM, GPU, and SSD, and applied the newest BIOS updates. After adjusting the physical configuration (adding or removing RAM), the PC starts up correctly, recognizing the changes and prompting for options. I stick to the default settings and it launches Windows smoothly without problems. All hardware is recognized in both BIOS and Windows; everything seems to work. However, when I power off and then turn it back on, the CPU, DRAM indicators, fans, and RGB light up, but the screen remains blank—no output from BIOS or other apps. The odd part is that a normal restart from within Windows restarts without issues. If the PC was off before, I need to reconfigure it to fix the boot issue. This problem appeared before I installed Windows, so it doesn't seem like a Windows-specific error. Any advice would be greatly appreciated.

I would inspect the CPU socket and verify there are no bent pins
