Hey, after overclocking your friend's I7 2600k to 4.5GHz, you're not seeing any noticeable improvement in game performance. The GPU is still at 1500MHz and seems insufficient for a CPU-based title like GTA V. Time Spy is still lagging, and the difference is around 30%. It feels like the GPU isn't providing enough power despite the CPU overclock. You might be missing something.

Did you only overclock the CPU and GPU? For that platform, DDR3-1600MHz/1866MHz was ideal, if your motherboard supported it. Currently, with resource-intensive apps and benchmarks, the CPU is underperforming, unless you're gaming at lower resolutions and with less detail.
