PC begins and ends repeatedly?
I built this PC about five years ago, and for a year it sat idle in storage. I decided to give it another try, turned it on, and it only booted once. After that, I installed the GPU I bought from eBay, but it wouldn’t start. I removed the GPU and tried again, but it still wouldn’t boot. It always powers up, the fans spin up within two to three seconds before shutting down and restarting endlessly. I disassembled everything to clear out dust and reassembled it with a different case I had on hand. The same problem persisted. Initially, I suspected the RAM might be faulty, so I replaced it with an 8GB stick, but it didn’t help. Then I checked online forums and learned it could be related to the power supply. Since the EVGA GTX 760 I had installed might be too much for a 500W PSU, I upgraded to a 600W model, but the issue remained.
Now I’m considering whether the motherboard or the processor is the problem, though I’m not sure. Both are costly components, so I want to confirm which one is faulty before purchasing a replacement. Any suggestions?

Include the PSU age along with its make and model, and the current BIOS version for your motherboard.
A 500W PSU was purchased, so a 600W unit was selected.
The advertised wattage is correct; confirm the exact models of the power supply units.
