Check the reason first. Open the Processes tab in Task Manager and sort by CPU usage. Provide a complete system specification list as requested.

Probably some bloatware. Try disabling stuff you don't need in the startup task in task manager. If you don't know what something is leave it on the default setting. For finding what uses the high CPU, do what rickeo said.
