This only matters if the actual hardware scaler, the processor in both screens who handles this data and shows it, is the same and runs identical software. Since they’re different displays, there’s likely a completely different internal setup and lower performance in this new screen. In short, it’s a more affordable monitor compared to the Samsung one.
