You can switch partitions using a live CD or USB drive. Place the installation's root drive in any location, then run the command to set the user for that mount point.

I don't recall using "chroot" anywhere. The terms "mount point" and "user name" act as placeholders for the location of the mounted partition and the account details you wish to modify, such as changing a password for "pluto" on the root partition at /mnt.
