They shouldn't concentrate too many men in one province, or you'll face heavy penalties. Most divisions won't even try to fight the enemy. The crossing is dangerous, adding extra penalties. You have enough troops to span the Bosporus and let tanks move across dead bodies, but they likely won't execute that plan. Consider a naval assault behind the bridge or sending paratroopers instead.
