It's typical for Windows updates to prompt a restart. Running Windows 10 Home without opting into the Windows Insider Program doesn't affect this behavior.

This occurs when using an account linked to a school or workplace email. It's unclear what to do since you recently performed a complete system reset.

You used a system tweak tool to modify Windows, affecting Windows Update either by chance or without your awareness. Did you install any software intended to block telemetry data or other features? In the Settings menu, under Accounts, find your school, work, or company email and remove it. Restart your computer afterward.

I don’t rely on any editing tool for changing Windows settings. 3. Every one of them was linked to my own account.

Could it be possible to resolve the issue without reinstalling Windows? The upgrade from Windows 10 to the Fall Creators Update via ISO while preserving all files, settings, and programs is achievable.

Click Settings > Privacy > Feedback & diagnostics. Adjust Diagnostic and usage data to Full. Launch the registry editor (regedit). Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows. Find a folder named "Windows Update" on the left side. Right-click it and select Delete. Restart your system and try Windows Update again.

It doesn’t appear in the usual Windows Update folder but shows up under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft. The “some settings are managed by your organisation” warning is gone, so you might need to restart your PC to apply the updates. This could be unusual behavior.
