I turned on Secure boot in BIOS, it was set by default initially but I disabled and then reactivated, yet the issue remains unchanged.

The motherboard includes secure boot functionality. Consider updating your BIOS to the most recent release and activate PTT via the BIOS settings (Advanced → PCH-FW Configuration).

It might mention Secure Boot, but it actually relates to the TPM. Have you confirmed whether it’s activated?

If your board doesn't support TPM, you can try some adjustments to the ISO. Searching for "Windows 11 TPM workaround" will likely yield many resources, but proceed with caution.
