There could be significant interference on the connection or the cable may be deteriorating at some point along the route into your home. If packet loss remains steady across all devices, I would contact your ISP to arrange a site inspection of the incoming lines. The wiring might be outdated, particularly in older neighborhoods, and any damage detected could result in the provider refusing to intervene unless repairs are costly.

Sure, we expect an engineer from BT to arrive next week to resolve the upload/download issues. We’re expecting speeds around 70-80Mbps, but we’re seeing a maximum of 20. That’s quite frustrating.
