The GPU needs to cost more than the CPU. If it's cheaper, you're making a mistake.

Acquiring a GPU is quite challenging. It’s better to purchase an OptiPlex and install a GPU for around $350, which will perform more effectively unless you prefer newer options.

Reviewing the standards shows it could slow down any system you add, especially hitting 60 fps on 1080 low. Given your budget, it’s wise to save more or upgrade gradually. A replacement CPU would also require a new motherboard and RAM, pushing your total past the 300-400 euro range quickly.
