You're experiencing a situation where your gaming setup with a 7700HQ GPU and 1070 resolution stutters to around 60 FPS despite being capable of higher performance. It seems like the system is being limited, possibly due to driver settings or hardware constraints. Checking Vsync status, ensuring GameDVR and game bar are off, and reviewing any recent changes to your graphics drivers might help clarify what's causing the issue.

Adjusted the cap to 60 and 120—it worked. Setting it at 143 still maintained the value without dropping.

Adjusted the cap so values stay at 60 or 120, but at 144 it returns to 60. When capping at 143, it no longer drops.

It might be due to temperature or power throttling.

Consider updating GeForce Experience, reinstalling your drivers, and using the newest NVIDIA drivers. Also, please share the laptop or external display you have; do you use a screen with a higher refresh rate? Otherwise, limiting it to 143 FPS might help if that resolves the issue.

I encountered this problem and temperatures seemed normal, but after re-uploading the CPU/GPU, the issue disappeared. A small area had poor contact, forming a hotspot on the chip that wasn’t detected by hardware monitoring yet it kept pushing the turbo temperature limit.
