It appears minor adjustments can have almost no impact on performance. For instance, varying settings like low, medium, high, and turning off certain features doesn’t noticeably change frame rates. (Specifically, the exact configurations shown in the screenshot matter.) Could it be that the environment is limited—like only a few heroes or characters? Or is the difference too subtle to detect? I’m aware this might just be typical behavior, and I’ve seen similar cases before. Are there other settings you can boost without sacrificing much performance? Also, what does “High Quality Upsampling? AMD FSR 1.0/default” actually do?

Typically, the issue stems from CPU constraints; it can't generate additional frames beyond what you already have. That's why lowering GPU demand doesn't impact frame rate.
