Hello from Greece, everyone! I just needed some assistance with overclocking my Xeon E 5450. Here are the details of my system:
Motherboard: Asrock G41m-s3
RAM: 2 x 4GB DDR3 at 1333MHz
CPU: Xeon E 5450
Power Supply: 750W MS-TECH
Graphics: Evga GTX 970 SC
The FSB is capped at 350MHz and it’s showing a black screen. I tried a 2:3 RAM ratio and a CPU multiplier of 9 (between 6 and 9).
Xeons aren't built for overclocking, which explains why you're seeing poor performance. Some YouTube searches and Google results show the Xeon E5450 running at 4 GHz! I might need some guidance on RAM settings since it seems like memory could be the issue.

Get yourself X5460 (x9.5), I can modify it to 4 Ghz with 1.35 V on an Asus P5B Deluxe (965 chipset). I chose 3.6 Ghz because I need to run Shadow Rock Topflow fan (max 160 TDP) in a very small case (Magic IBox 6 with two extra fan holes). This chip costs $27 on aliexpress.
I was actually impressed you managed as well. At your top stable configurations, what temperature does the CPU reach when idle and under load? aida64 reports around 55 degrees max, 23 idle, and Fallout 4 behaves similarly—keep in mind each core has a slight adjustment.
