Guess what? I can't reach 4.6 without dealing with really annoying temperatures...
I adjusted the whole radiator/res/pump so the pumps/res would face upwards, but the result was unchanged.
Using another tool to monitor temperatures would help verify accuracy by accessing various options.
I've mostly relied on Speccy and CPUID HWMonitor. Both show around 82-90°C under full load, which is quite high for me. I ran IBT to get the full load temperature. A friend using a 5820k with a Noctua fan only reached 60-63°C at full load. Perhaps the 7700K and Swiftech products aren't reliable after all!
He has another CPU model to compare.
My setup is a 6700k @4.6ghz with 1.325v, and with the Noctua NHD14 I see an average of 70°C and peaks at 80°C for just a moment.
I recently got a Nzxt Kraken X52, and after installing it I’ll check the temperatures again.
Yeah, so I tried some experimenting...
On my motherboard there is a W_PUMP header for the pump! I moved the pump 4-pin connector from the CPU fan header to the W_PUMP. Idle temperatures looked normal, and I ran a IBT. Saw it hit 100C, and immediately stopped.
Bad idea lol.

I tried my Corsair H100i V2 as an alternative to the Swiftech. It showed a reduced CPU idle temperature with the fans running, and overall in IBT it kept lower temps.
Is the H100i v2 superior to the H320 X2 Prestige? Mmmmm...
I believe the Swiftech unit could be faulty, and I also have another idea about the TIM in the i7-7700K. I'm not very confident about removing it, but I might need to do it.
