I have a Ryzen 3500X with an MSI B450 Tomahawk Max. I increased the base clock to 4000MHz, but the PC crashed and I couldn’t post. The monitor shows no signal, and even after removing the CMOS battery it didn’t work. The CPU indicator light is on, indicating a CPU failure. Is the CPU actually dead?

You raised the BCLK frequency to 111MHz. That kind of adjustment can trigger instability, especially with small increments.

Have you reinitialized the CMOS? I suspect the CPU isn't malfunctioning.

They said CMOS resets aren't effective, but your board includes a BIOS flash back feature, and after using it, the new BIOS loaded successfully.

It was my second recommendation. Certain B450 motherboards needed a BIOS update since they came with the second-generation Ryzen.
