I'm just starting with RYZEN. I've already boosted my Ryzen 3 2200G to 3.7GHZ in the BIOS without using the Ryzen Master. I checked stability with Cinebench R20 and Prime95. However, I'm puzzled because the clock speed fluctuates between 3.0 and 3.7GHz even when I set Power Management to High Performance.

Are you keeping an eye on the heat levels? It could be thermal throttling.

You aim for consistent top performance because it ensures optimal operation, similar to maintaining the engine at full power all the time. The CPU should conserve energy by slowing down when it isn't required.

Are you saying that it is a feature that cannot be turned off?? ALL RYZEN chips do that??? They tune down when not in use (like writing a letter in ms words)?

It is often possible to disable it, though it doesn't improve speed. Nearly all recent chips (from 2005 onward), except a few, do this.

Not really. You can lock CPU at high frequency but if there's no load it's drawing almost no power and generating idle heat. Power saving features are almost meaningless for individual users it's just for businesses with thousands of units where 5w per u it saves big cumulatively Unlike a car engine
